I'll vote then. Although, I'm super excited for the new Simcity because i'm longing to have a city that actually functions- unlike my CXL cities now- even though they look great. I'd say it was a failure of a game. I honestly can't possibly judge between CXL and a game that has not been released yet. I have definite reasons that I dislike CXL static city being one of them. But the more info that comes out about SC13 , the more I feel they are going the wrong way with the game for the existing masses of SC4 players, it really does feel like they are making a SimTown more for a very very casual Sims player rather than for somebody that has played SC4 for the past 6 to 9 years and that's really a shame.
I reserve my vote for when I actually have the game in my hands, which may be a while since at the rate of which the info shows so far, I'm kind of thinking that the game will have to be on a super duper heavy discount sale before I'll pony up the money for this.

With all the great mods out for the game now it certainly is a competitor to SimCity. SimCity may have an interesting simulation and premise but the tiny maps and unfortunate directions taken with regional play really make it less of a true city -builder.
I don't know, just a thought because if people still consider SC4 to be a better game than CXL , then it seems we should be comparing what Maxis EA will come out with in SC13 with the game that people still consider to be the better game. I'm not going to vote until SC is released, but from my past experience on CXL , it wasn't really a simulation and I didn't find myself wanting to play it for hours on end. All it takes is full-fledged official mod support, it will easily post as a threat to SC-Online.
But if people are offered a new Simcity Offline CXL won't stand a chance. What about SimCityOnline? Also what happens if something happens to the server that your city is on? Well, you get up, and go outside and relax and take a break from playing. The only reason that SC cities look less realistic in terms of the buildings in them is because SC has no real architecture simulation. The simulator slaps down random buildings based on demand and desirability, and there is nothing that the simulator can use to determine where to put a rowhome vs a McMansion or a strip mall vs a downtown bar.
If SC had an element in the simulation that would ensure architectural consistency within neighborhoods, it would be able to organically generate cities that have the realism of Cities XL cities. What we do in CXL is we simulate the architecture by hand, selecting individual buildings and placing them based on real-world examples.
Also, there are a lot of unknowns in SC, but these will hopefully clear up between now and release. I wouldnt say that Its botched. Cities xl is buggy and leaky, but it is still fun and playable. My answer to the topic question is, I don't know how bad or good SC13 is going to be, but based on what I've learned so far, I'd just say I will not trade Simcity's legacy sandbox features especially transportation design for close-up look on sims and cars.
Cities XL is worthless to me, as it won't even run on my PC at all, and the devs have announced that they won't fix the problem that affects me. One thing I do like about Cities XL is the way in which bus routes are created by the player, while in SimCity they're auto-generated. The auto-generating always bothered me in SC4 , since I was trying to visualize how the routes should be when I placed bus stops and wondering if they'd be set up like I wanted them to.

The biggest problem with CXL is the lack of dev support. If this game only had some more capable people working on it, the lag problem would probably be fixed and the game would run better. There are workarounds, however, and I have it running smoother and faster now than it's ever been, and that's with hundreds of mods installed. Don't get me started. The devs, with direction from EA, took what should have been a sure-fire home run and turned it into a SimCity Social knock-off.
